Legionnaires' disease is a significant public health concern due to its high fatality rate of between 5% to 30%. Importantly the consequences for the building owner, manager or water treatment contactor can be serious with high-level legal claims and poor publicity.

Most Regulations and Guidelines require routine monitoring for Heterotrophic Colony Counts (HCC) or Total Bacteria Counts (TBC) and Legionella bacteria. In addition, a formalised response to out of specification test results is required. It is essential that the effectiveness and timeline of monitoring and testing must be carefully managed.
